Cost Planning

Early stage

Good cost advice at the start of a project saves money — and arguments — later. Early-stage cost planning gives clients a realistic picture of what their project will cost, where the risks are, and what the decisions that matter most are.

Cost plans are produced using NRM (RICS New Rules of Measurement) methodology — the recognised standard — and updated as the design develops. The goal is not a single number but a clear understanding of cost, contingency, and risk at each stage of the project.

Typical scope includes:

  • Order of cost estimate at concept/feasibility stage
  • Elemental cost plan at RIBA Stage 2 / 3
  • Detailed cost plan at RIBA Stage 4
  • Cost risk register and contingency advice
  • Value engineering input where required

Tendering

Procurement

A well-run tender process results in better prices, better contractors, and fewer surprises on site. A poor one results in the opposite. Preparing and managing tender packages properly — and analysing the returns rigorously — is one of the more valuable things a QS does.

I prepare tender packages, manage the process, analyse returns, and help clients make informed appointment decisions. Not just who is cheapest — who is the best choice for this project.

Typical scope includes:

  • Tender documentation preparation (bills of quantities, schedules of work, or specifications)
  • Tender list recommendations and pre-qualification
  • Managing the tender period — queries, clarifications, addenda
  • Tender analysis and appraisal report
  • Contractor appointment support

Contract Administration

On site

Once a contractor is appointed, the contract needs to be administered properly — or costs drift, disputes arise, and final accounts become contentious. Administering JCT and other standard form contracts from start to finish is work I've done across a wide range of project types and sizes.

The goal is a final account that reflects what was actually built, agreed as far as possible without dispute, closed promptly.

Typical scope includes:

  • Monthly valuations and payment notices
  • Variation instructions and agreement
  • Change management and cost reporting
  • Loss and expense assessment where applicable
  • Practical completion and defects liability
  • Final account preparation and agreement

Employer's Agent

Client representation

On design and build contracts, the client needs someone acting in their corner — not the contractor's. Employer's Agent is the role that sits between the client and the design and build contractor, managing cost, programme, and quality throughout the project.

I act as EA on projects where the client has appointed a D&B contractor and needs independent representation through the process. Cost, programme, and quality — with the client's interests front and centre.

Procurement Advice

Route to market

Choosing the wrong procurement route — or the wrong contractor — early in a project creates problems that are expensive to fix later. Getting this decision right is one of the most valuable things a QS can do at the start of a project.

I help clients understand what their options are, what each route involves in terms of risk, programme, and cost certainty, and which approach suits their project and their risk appetite.

Sustainable Construction Cost Advice

Specialist

The cost of building sustainably — Passivhaus, low-energy, or high-specification fabric — is frequently misunderstood, in both directions. Costs are sometimes overstated by those who haven't done it; sometimes understated by those who want to win the job.

I provide cost advice on low-energy and sustainable construction that's grounded in real project experience and whole life thinking. Often a natural entry point for projects that later pursue Passivhaus through Futurehaus Consulting.
